What Are "Grants"??

"They're confusing," you say, "that's what!"

According to American Government and Politics, by Jay M. Shafritz, a grant is, "a form of gift that entails certain obligations on the part of the grantee and expectations on the part of the grantor".

-operative word there being "obligations". There is no shortage of them in application for and compliance with grant standards.

Truth be told, seeking grant money [especially at the federal level] requires a lot of time and money with no guarantee of success

Most grants are project-based or awarded to non-profit organizations. It is difficult for profit-seeking businesses to secure grant financing.

Additionally, grants rarely cover 100% of the cost of a specific project or organizational start up. Grant agencies want evidence of commitment [$] from the grantee.
