Check with the following
governmental entities for access to film locations in Colorado:
Colorado State Patrol
There is a $25 filing fee to apply to film on state roads. Proof of
insurance is also required.
The State Patrol, upon receipt of your application, will submit to
you a invoice for their staffing costs in the project. Current rates
are in the range of $33-$38 /hour. They charge mileage for the patrol
car and motorcycles.

The department of revenue regulates the entrance of large vehicles
and equipment across the state line. You can obtain information relevant
to licensing from them.
Of course, you'll also need permission to film in any Colorado
state park or state property
